Agmon & Co. Competition/antitrust Tier 1
Agmon & Co. Rosenberg Hacohen & Co.'s antitrust department is recognised by clients and peers as one of the leaders in the Israeli market. Headed by Zvi Agmon, the team regularly advises on complex regulatory procedures, high-stakes antitrust litigation, and merger control often involving heavily regulated industries. Agmon provides comprehensive antitrust advice to clients such as Delek Group, and recently assisted Bank Hapoalim with the formation of an antitrust compliance programme. In 2018, the department added to its antitrust prowess with the addition of Mattan Meridor, who rejoined after a short while operating as a sole practitioner due to certain conflicts of interest. Meridor is helping to represent Sonol in a public hearing before the Israel Antitrust Authority (IAA), and is also representing one of the world's most prominent tech companies in sensitive investigations before the IAA and legislative bodies. Further, the team has handled follow-on class action litigation in connection with a number of global cartels, including the international refrigeration compressor cartel. In the merger control space, the team assisted Frutarom with the merger filing for what was the largest Israeli M&A transaction in 2018.
Agmon & Co. Rosenberg Hacohen & Co. is involved in a range of class action litigation covering securities, antitrust, environmental damages and consumer protection. Of particular note, Zvi Agmon represents Noble Energy Mediterranean in a class action concerning the price of natural gas in Israel; this is potentially the largest class action ever filed in Israel. Agmon also represented Midroog in a securities class action regarding its rating of bonds by Israel Petrochemical Industries; this was among the first cases that questioned a credit agency's responsibility to the general public. Uri Sorek is representing Israel Chemicals in an environmental class action involving its operation in the Haifa Bay, and Yoav Hirsh, who has expertise in defending banks in class action suits, is engaged by Bank Hapoalim, Bank Leumi and Union Bank. Additionally, the team has notable strength in antitrust litigation, where it acts for clients such as Hitachi and LG Electronics in relation to follow-on class action claims. Energy and infrastructure Tier 1
Specialising in the energy sector, Agmon & Co. Rosenberg Hacohen & Co. has 'in-depth legal knowledge', which it pairs with 'a practical understanding of how the legal framework factors into a client's day to day'. Led by Dan Hacohen, the team has particular expertise in financing transactions in the energy sector. Of particular note, Hacohen is acting for the two consortiums operating the Tamar and Leviathan natural gas fields - Israel's two largest natural gas reserves; he advises the consortiums, which include names such as Noble Energy and Delek Drilling, on all of their financing and domestic and international gas sales agreements. In one matter, Hacohen and Uri Rosenberg advised Delek Drilling on a transaction led by JP Morgan and HSBC for a limited recourse financing, which was backed by the company's interest in the Leviathan gas field; at roughly $2bn, this is the largest such financing ever completed in Israel. As a complement to its energy-sector expertise, the firm has considerable strength in securities law and capital markets transactions. As an example, Ran Shalom advised Navitas Buckskin Financing, a financing entity for the Buckskin oil project in the Gulf of Mexico, on two series of project bonds, which raised a total of NIS720m. Planning and zoning Tier 1
Agmon & Co. Rosenberg Hacohen & Co. runs a 'knowledgeable and responsive' zoning team, which advises corporates, investors, developers, and local authorities and government entities on contentious and non-contentious planning mandates. Jointly led by Eyal Mamo in Tel Aviv and Avi Porten in Jerusalem, the department is involved in projects across a wide range of industries, but is particularly active in luxury residential and hotel projects and urban renewals. Porten and Kira Lerner are representing JTLV Investment in planning procedures concerning the NIS2bn Atarim Square project in Tel Aviv. Real estate: urban renewal Tier 1
Agmon & Co. Founding partner Zvi Agmon and Uri Sorek acted for IDB Holdings in relation to a special investigation arising out of the company's ongoing liquidation proceedings; this matter represented the first time that distribution tests came under judicial review in Israel. Real estate and construction Tier 2

Mamo is acting for The Caesarea Corporation in relation to the plot sales and contracting tenders for a residential development in Or Akiva, which will bring more than 3,500 new apartments. Further, Porten advised Machane Yehuda Kiah Real Estate on its acquisition of rights in a large complex in Jerusalem, which includes planned residential and commercial developments across 15,000 sqm. Porten is also advising Four Seasons Hotels and Resorts on the promotion of a large hotel and luxury residential project in Jerusalem. Also recommended is Israel Attar, who is advising Vaad Mishtaknei Ahisamach on the development of a 1,500-unit residential development in the city of Lod.
