Position

Kevin joined 4-5 as a tenant in March 2022 following completion of a Third-Six. He previously undertook pupillage with the Government Legal Department. Kevin accepts instructions across Chamber’s key areas of work. He has a particular interest in housing, public and administrative law, equality and human rights. He also has a growing practice in professional discipline. Kevin appears in court regularly for clients in relation to housing matters, including possession, injunctions and anti-social behaviour. He was recently seconded to a local authority dealing with homelessness matters and is able to advise public bodies and tenants on a range of housing-related duties.

Career

Prior to pupillage, Kevin worked for several years as a Legal Advisor at the Council of Europe. His responsibilities included researching and drafting decisions of the European Committee of Social Rights on migrant workers’ rights, adequate housing and prevention of homelessness. Kevin also helped to draft the Council of Europe’s harassment and safeguarding policies and other internal rules, and gave legal advice and training to staff on grant and procurement procedures. He was seconded to the Council of Europe’s Tunis Office as Assistant Coordinator of two multi-million pound projects to promote human rights, democracy and the rule of law in Tunisia, where he had oversight of a significant budget. As a result he has considerable pragmatic commercial experience.
