Position

Andreas Haak is Düsseldorf Managing Partner and Co-Head of the German Public Sector practice group in Germany.

Andreas advises clients on all issues of EU, public procurement and state aid law as well as trade compliance (export controls, sanctions). His practice also includes protecting clients’ rights before national and European courts, the European Commission and procurement review bodies. He has extensive project experience with public-private partnerships (PPP) and privatization projects. In addition, he advises clients on compliance issues. He has experience in project management and in-depth knowledge of the following sectors: Defense and Security, Energy and Utilities, Healthcare, High Technology and Communications, Public Sector/Infrastructure projects.

Andreas studied law and business administration. He worked in the European Parliament and for an international law firm in Brussels and Düsseldorf. Prior to assuming the role of Managing Partner of Dentons’ Düsseldorf branch in January 2019, he was a partner at an international law firm in Düsseldorf (since 2003), for which he was local managing partner (2013 to 2015) and head of the practice area Competition, EU and Trade (2009 to 2013 and 2014 to 2018) and the industry group Life Sciences and Healthcare (2013 to 2014).

Andreas is a member of the Committee Europe of the Federal Bar Association and the Advisory Board of the European Doctorate for Law and Economics Program. He is one of the authors of a respected commentary to public procurement law; he regularly publishes articles in specialist journals and presents lectures on his main topics. Andreas is security checked according to the SÜG (Sicherheitsüberprüfungsgesetz “Security Screening Act”).

Andreas Haak in Düsseldorf leitet das Beihilferechtsteam von Dentons, das sowohl vor europäischen Gerichten und der Kommission als auch im nationalen Rechtskreis tätig ist. Während Haak einschlägige Erfahrung an der Schnittstelle zum Infrastrukturbereich aufweist, vertritt der Münchener Partner Matthias Nordmann Mandanten vermehrt in Verfahren vor nationalen und europäischen Gerichten. Öffentlich-private Kooperationen und beihilferechtliche Aspekte von Transaktionen sind weitere Kernthemen der Praxis, während die enge Zusammenarbeit mit anderen Praxisbereichen, insbesondere dem Vergaberecht, ebenfalls eine zentrale Rolle spielt. Als Quereinsteiger verstärkt Counsel Lars Hettich von BEITEN BURKHARDT seit Februar 2021 nicht nur die Vergabe-, sondern auch die Beihilferechtspraxis.

Andreas Haak in Düsseldorf heads Dentons‘ state aid team, which acts before European courts and the Commission as well as in national matters. While Haak has relevant experience in infrastructure sector-related matters, Munich partner Matthias Nordmann increasingly represents clients in proceedings before national and European courts. Public-private cooperation and state aid aspects of transactions represent additional key issues for the practice, while the close cooperation with other practice areas, especially public procurement law, plays a central role for the group. The arrival of counsel Lars Hettich from BEITEN BURKHARDT in February 2021 strengthened not only the firm’s procurement but also its state aid practice.

Dentons impresses with comprehensive advice on all aspects of foreign trade law, including investment audits and compliance. Most recently, the advisory offering expanded with added capabilities in human rights-focused risk management and due diligence. Andreas Haak‘s team is also well versed in advising on export control, sanctions matters as well as offering support in self-reporting and subsequent criminal and administrative fine proceedings. Julia Pfeil is another key contact and, in addition to in-depth China expertise, is admitted to the bar in the US. Accordingly, topics such as export controls, sanctions and embargoes also form part of her client work. Trade compliance and industry-specific expertise in areas such as defence, security, IT and healthcare are covered by Haak. Maria Brakalova made partner in May 2021 and advises investors on the foreign trade regulations of foreign investments.
