Career

  • Javier Moya is a partner and Head of the Public Law and Regulatory practice in Spain.

    Javier Moya has more than 20 years’ experience in the public sector, where he has served as general secretary of Adif and director of the legal department of Acuamed. He has also acted as State Attorney representing entities such as the Bank of Spain, CNMV, CNMC, Ministry of Economy and Health, among others, and in the private sector, as a Litigation and Arbitration partner at Andersen’s Madrid office and, previously, as Of counsel, leading Jones Day’s Government Regulation practice in Spain.

    Javier has developed his professional career acting both in the advisory, litigation and arbitration areas. His experience extends to advisory and procedural advice in general public procurement and, in particular, in the pharmaceutical sector, in the execution and operation of public and private infrastructure projects, administrative proceedings, including sanctioning, before the CNMC, Bank of Spain and CNMV (protection of minority shareholders). In addition, Moya has extensive and recognized experience in antitrust and TMT, gaming, water, transportation, defense and arms, challenging administrative decisions in environmental matters; licenses for opening and operation of industries and mines; advising international funds in relation to foreign investment in Spain.
