He has a broad professional career in the public, private and social sectors, with experience in matters related to public and private contracting within the framework of the Procurement Law in the Information Technology (ICT), Health and Facilities Sectors.
José Luis has provided advice on various issues related to contracting in the public sector where he has worked on issues related to: direct contracting strategies and administration of contracts for goods and services with a specialty in Information Technology services and attention to audit processes , as well as processes regarding transparency and access to information. In addition, he has experience in issuing diagnoses, observations, recommendations and training on best regulatory and administrative practices for public procurement procedures.
He also worked for the contracting areas of various government entities such as the Ministry of the Interior, the Tax Administration Service and the Federal Public Security Secretariat.
