Career

César is a leading specialist in Labour Law, Labour Procedural and Social Security Legislation with 25-plus years of experience handling complex processes as a litigator. His client base spans numerous sectors, including mining, fishing, insurance, banking, media, technology, pension funds, and public entities.

He is often involved in highly complex cases. For instance, he was a judicial expert before the Inter-American Court of Human Rights representing the Peruvian Government, in a claim of almost USD 300 million; and acted as a legal advisor to the Commission of the Congress of the Republic that in 2021 presented a report for the reform of the Peruvian pension system. Also was invited by the Constitutional Court as amicus curiae in a claim for over USD 4 billion.

César frequently participates in court hearings before the Labour Jurisdictional Plenary of the Supreme Court and Superior Court, at the national level, in which the judges’ decisions are considered precedents for labour law.

He served as Public Prosecutor of SUNAFIL and the Ministry of Labour and Employment Promotion, as well as Head of the General Office of Legal Counsel of such Ministry, from 2014 to 2018. He was a member of the Official Review Commission to the New Labour Procedural Law and is included in the registry of arbitrators for collective negotiations of the public and private sectors at the Ministry of Labour and Employment Promotion and is also Arbitrator of the CECONAR of the National Superintendence of Health (SUSALUD) in matters of Complementary Insurance of Risk Work (SCTR).

Since March 2021, César has been appointed as member of the Civil Service Tribunal of SERVIR, reviewing human resources challenges in the Public Sector at national level.
