Career

Cesar is an Associate in BLP’s Honduras office. His specialties include Public Law, Public Procurement & Regulation.

Throughout his years of experience, he has led the legal advice to different government institutions in administrative contracting processes and state procurement, transparency and accountability, administrative sanctioning procedure; as well as judicial processes in different matters such as Civil, Contentious Administrative, Labor and Criminal.

During the 3 years he worked at the Health Regulation Agency (ARSA), he coordinated the Legal Services Unit of the institution, advising on Public and Administrative Law, collaborating in multisectoral tables in the preparation of manuals, processes and sanitary regulations; He also acquired solid knowledge in Regulatory Law, Surveillance and Supervision to national and multinational companies in the Pharmaceutical, Food and Medical Device Industry, whom he guided in the legal procedure for obtaining sanitary authorizations such as Sanitary Registrations and Licenses, import and export permits of products, among others.

He represented the State of Honduras at the national level in judicial, extrajudicial and arbitral hearings in controversies of high national relevance during his 2 years of work in the Attorney General’s Office of the Republic of Honduras; carried out projects of lawsuits and answer of lawsuits filed in favor or against the State, collaborated in the recovery of assets and outstanding accounts in favor of the Public Administration and advised multiple Government Institutions in administrative procedures, state acquisition and judicial processes in the different Courts of the country. During his career he has also advised multiple companies in commercial transactions such as company incorporation, mergers, local and international acquisitions, and commercial litigation.

He joined the BLP team in 2023 as an associate, after having worked for more than 5 years in Public Administration Institutions of Honduras.
