Position

Bill McCormack is the global head of the Project Development & Finance Group and the managing partner of the Singapore office. He is also a member of the Firm’s 9-member Policy Committee. He has worked in Asia for over 16 years and advised on the development and financing of many significant energy, telecoms and other infrastructure projects in Europe and Asia, as well as acquisitions and disposals in the power, telecoms and oil and gas sectors. Bill is listed by Euromoney as one of the World’s leading finance lawyers, included in both the International Who’s Who of Project Finance Lawyers and the International Who’s Who of Oil and Gas Lawyers and for the second consecutive year he was ranked as ‘Star Individual’ for Project & Energy in Singapore by Chambers Asia Pacific.

The 'quite excellent' Bill McCormack co-heads the team and recently advised a consortium of Marubeni, Sojitz, and Pertamina collectively on the $1.8bn funding of the 1,600MW Jawa 1 power plant in West Java; fellow practice head Ben Shorten regularly acts on the lending side of major power project deals. Shearman & Sterling LLP splits its Malaysia practice between its Singapore and Hong Kong offices, and is well known for its strength in large projects, though it also handles corporate and capital markets work. Bill McCormack acted for Petronas on the development of its $28bn RAPID project; alongside Sidharth Bhasin and Anthony Patten, he advised the petrochemicals giant on an $8bn investment by Saudi Aramco. McCormack also assisted OM Holdings with the restructuring of a 330MW ferrosilicon smelter project in Sarawak. Project development and finance expert Anna Chung made partner in November 2017. Financing expert Ben Shorten heads the department.

The firm continues to act for Ayala, Metro Pacific and Macquarie in relation to the Light Rail Transit 1 Cavite Extension project (LRT 1 project), a deal that closed in 2016 valued at $1.4b.
