Position

Has been a legal counsel for over 25 years in the field of legal problems in the telecommunications sector, particularly in regulatory matters, concerning implementation of IT systems, intellectual property rights, e-commerce and Internet, including network security. He has many years’ experience in both international and domestic arbitration proceedings, particularly in ad hoc cases, and is an arbitrator at the Court of Arbitration at the Polish Chamber of Commerce and the Court of Arbitration at the Polish Confederation of Private Employers “Lewiatan”.

In the years 2002-2005, he was Director of the Legal Department at the Polish National Telecom and Postal Regulatory Office (now, the Office of Electronic Communications). Tadeusz was involved in the legislative work to implement EU electronic communications directives in Poland and worked on the current Telecommunications Law, implementing legislation, and other laws. He has taken part in negotiating contracts for telecommunications systems and IT systems, and has run administrative proceedings, including those related to tenders for radio frequencies. He has also successfully conducted a number of court cases involving the application of hardware solutions that threaten regulatory governance in telecommunications. Tadeusz is also a certified mediator.
