Ingeborg is highly specialised in public law and has built a solid track record in the fields of general administrative law, environmental law, nature & environment, energy & sustainability and real estate & retail. With her team, she advises on all public law aspects of spatial planning, sustainability (wind and solar, policy), property and area development, land policy, circularity, retail planning, area and species protection, compensation for loss resulting from planning decisions and other administrative acts, subsidies, etc.

Her team advises both public authorities (provinces, municipalities, water boards and other public legal entities) and companies (such as developers, investors, institutions). Ingeborg understands the political playing field like no other and easily finds her way in decision-making processes and administrative organisations.

Ingeborg always strives for practical, workable, efficient and long-term solutions. But she certainly does not shy away from the legal content. She specializes in legal project management. In addition, she regularly acts for clients at the administrative courts, including the Administrative Law Division of the Council of State (de Afdeling Bestuursrechtspraak van de Raad van State) and the Board of Appeal for the Business Community (het College van beroep voor het Bedrijfsleven).

Offering ‘outstanding knowledge and experience in the real estate and construction sector’, Van Doorne’s multi-disciplinary team includes both civil-law notaries and tax lawyers. It acts for banking, government, investor, and real estate development clients on both non-contentious and contentious matters, including litigation and arbitration. Mark Moolhuizen and Annerie Ploumen co-head the practice; Moolhuizen focuses on international property transactions and project development, whilst Ploumen has considerable experience in inner-city development projects. It often acts for institutional investors and private equity houses on the full range of investment issues, including turnkey building contracting, forward purchase and forward funding matters. The team is headed up by civil-law notary Ariën van Heesen  and Annerie Ploumen ; van Heesen handles cross-border transactions and financing matters, while Ploumen has 30 years’ experience in commercial real estate and is recommended for large development and transformation projects.
