BonelliErede’s administrative and public law practice exhibits strength in matters related to public procurement, concessions, infrastructure, utilities, energy, environment, planning and zoning, banking and insurance as well as in contentious cases. The team successfully represented Cairo Communication in proceedings before the Commissione Nazionale per le Società e la Borsa (CONSOB) related to its hostile take-over of Italy’s leading newspaper company RCS Media Group and advised insurance company Allianz on urban planning, environmental and contractual matters. Luca Perfetti heads the practice and Domenico Ielo and senior counsel Alessandro Rosi are also recommended.

Headed by Maria Grazia Lanero, Gianni, Origoni, Grippo, Cappelli & Partners’ sizeable and multi-disciplinary practice includes experts in public law, administrative litigation, environment, zoning and planning, project finance and energy regulation. Rome-based Antonio Lirosi represented Hitachi in a complex dispute before the Genoa Court and the Lazio Regional Administrative Tribunal (TAR) related to the client’s tender offer for minority interests in Ansaldo STS and Giuseppe Velluto advised Cariplo Foundation on a large public-private partnership (PPP) initiative regarding energy efficiency.

The ‘excellent, competent and prestigiousStudio Legale Villata, Degli Esposti e Associati is jointly headed by Riccardo Villata, who ‘combines unquestionable academic skills with a very good understanding of business priorities in a company’, and by the ‘outstanding’ Andreina Degli Esposti, whose expertise ‘perfectly bridges the legal environment with the industrial one’. The practice offers ongoing advice to Edison on a series of judicial matters before administrative courts, including environmental issues concerning industrial sites. Chiomenti Studio Legale is ‘excellent’ in the field of public procurement, particularly in relation to works, services and supplies, PPPs, public companies, transports and infrastructures, urban planning and energy projects. Key highlights included ongoing advice to gas company Snam on a variety of regulatory matters, and assistance to Italian news agency ANSA with three litigious cases before Regional Administrative Tribunals. Filippo Brunetti heads the practice and Rome-based Francesco Scanzano is another key contact, as is senior associate Alfredo Vitale.

Clifford Chance advises public companies on a number of projects planned by the Italian government’s privatisation programme and also assists major international companies investing in Italian public assets. The team advises Poste Italiane on various aspects of its privatisation process and also assisted state-owned TV and radio broadcasting company RAI with several judicial proceedings concerning public tender procedures before the TAR. Citibank is a major international client. Practice head Aristide Police, whose ‘academic standing is an asset when dealing with public entities or public administration’, is ‘a top administrative lawyer’ and counsel Filippo Degni is another name to note.

DLA Piper provides a ‘very high level of competence’ in contentious urban planning, environment and public procurement matters, as well as in civil and administrative litigation, regulatory matters and public finance, thereby catering for clients which operate in heavily regulated industrial sectors, such as energy, insurance, infrastructures, transports, telecommunications and pharmaceuticals. The ‘talented’ Giorgia Romitelli, who exhibits ‘a very high level of specific knowledge in administrative and public law’ and ‘acumen in identifying the core elements of cases’, advised St. Jude Medical Italy on two major administrative contentious matters related to public tenders launched by the regional public utility ARCA for the supply of medical devices and services. Trans Adriatic Pipeline and energy company ERG are other notable clients. Francesco Cerasi heads the practice.

Hogan Lovells Studio Legale’s expertise covers the whole spectrum of administrative and public law matters, including environmental, regulatory, public procurement, planning and zoning issues. The practice is headed by environmental law and regulatory specialist Francesca Angeloni, and has Shah Deniz Consortium, Azerbaijan Gas Supply and Kuwait Petroleum among its clients. Counsel Gaia Gelera and senior associate Emanuela Cocco are other key members of the team.

Legance - Avvocati Associati is adept at assisting with public sector contracts, urban planning and local development, health and pharmaceuticals, public finance and environmental matters. Work highlights included ongoing advice to Consip, a joint-stock company held by the Italian Ministry of Economy and Finance, on structuring and drafting the client’s recent tender procedures; and assisting luxury group Kering with contentious and non-contentious administrative matters related to its existing retail structures and the development of new ones. Giuseppe Abbruzzese, who focuses on real estate-related matters, has ‘large vision and great experience in the field’. The practice is headed by Filippo Pacciani. Luca Geninatti Satè, formerly a senior counsel, left the firm in 2018.

Satta Romano & Associati’s ‘extraordinary legal acumen allows a deep-dive into issues and the best management of matters from a practical perspective’. The team’s expertise spans judiciary defence in tenders for public contracts before national and European courts, arbitration and complex PPP contracts: recent highlights include representing Edenred Italia in appeal proceedings before the Lazio TAR in relation to the public tender for the provision of luncheon vouchers to the Agency’s employees, which was won by the client but claimed to be unlawful by Qui! Group. Founding member Filippo Satta jointly heads the practice with Anna Romano, who is recommended for ‘her experience and ability to read counterpart strategies’.

Studio Legale Amministrativisti Associati combines expertise in the traditional fields of administrative law, including advice on town planning, construction, tenders, trade and environment, with deep knowledge of the procedures followed by public administrations. Guido Bardelli heads the practice and Francesca Colombo is another name to note.

Studio Professionale Associato a Baker & McKenzie provides ‘very high’ expertise on administrative procedures and disputes; public contracts for works, services and supplies, which include the defence sector; and regulatory and urban planning matters as well as environmental and energy issues. Fleet management company LeasePlan and telecoms operator Wind Tre are notable clients. Pierfrancesco Federici, who focuses particularly on real estate, environment, and health and safety matters, heads the practice and of counsel Francesco Goisis possesses ‘wide knowledge of public law’ and ‘the expertise and capability to guide the defence strategy’.

Bird & Bird’s mainstays are public procurement advice and litigation, and assistance with regulatory matters as well as regulatory and administrative litigation across various sectors, including energy, infrastructures and communications. The practice is headed by Rome-based Simone Cadeddu and has Italgas and Autogrill among its clients.

De Berti Jacchia Franchini Forlani has ‘remarkably strong and impressive expertise’ in a number of areas, including urban planning, pharmaceutical and life sciences regulatory work, public procurement and public concessions. Notable clients include Ikea, Rolex and Stanleybet. Rome-based practice head Antonella Terranova and Fabio Ferraro are recommended for ‘the full support they give to clients’ and ‘the comprehensive approach in evaluating and assessing every issue’.

Grimaldi SL LLP has strong expertise in regulated industries and assists clients with matters related to infrastructure and transport, public procurement, environment, urban planning, public services, energy and project finance. Francesco Sciaudone heads the practice.

Dentons offers clients ‘excellent service and support’ and focuses on environmental law, urban planning and public contracts. The client portfolio includes asset management group Prelios and Italian real estate developer Europa Gestioni Immobiliari. Federico Vanetti heads the practice and counsel Ilaria Gobbato is ‘a great asset’.

LC&P - Lipani Catricalà & Partners advises contracting authorities and organisations, as well as private bodies, on purchasing strategies, tendering procedures and tender documentation, as well as on the resolution of issues arising during the contractor’s selection process and following contract awarding. The client portfolio includes Mediaset, Arexpo and Roma Multiservizi. Damiano Lipani heads the practice.

Nctm Studio Legale focuses on public procurement, competition, infrastructures, subsidies, public utilities, agriculture, food and EU and public concessions. The practice advises Italian high-speed trains company NTV on matters related to the concession of carrying high-speed transport services on the high-speed railway infrastructure. Rome-based Giuliano Berruti is the key contact.

Pavia e Ansaldo is ‘excellent’ in advising on public contracts and procurement procedures, public assets and privatisation, zoning and expropriation, as well as regulatory matters. The practice assists Schlumberger Industries with matters related to an ongoing remediation procedure in the Province of Bergamo, Italy.
