Rômulo’s practice focuses on advisory and litigation for environmental and climate change issues. Experienced in consensual conflict resolution and socio-environmental and climate matters, he also specializes in ESG (Environmental, Social and Corporate Governance) – particularly with structuring opportunities in carbon markets, waste management, and water resources.

Rômulo represents clients in litigation before state, federal and higher courts, including cases of national importance before the Federal Supreme Court. He is a member of the Environmental Law Commission of the Brazilian Bar Association (OAB-RJ) and the Brazilian Lawyers’ Institute (IAB).

Rômulo dedicates himself to academic life as a professor in Regulatory Law at the Getulio Vargas Foundation School of Law in Rio de Janeiro, also teaching within master’s and doctorate programs. He is an adjunct professor at Pace University in New York and a visiting professor at Georgia State University College of Law in Atlanta.

Bringing together strong capabilities in administrative and judicial litigation with in-depth knowledge of environmental regulations, Mattos Filho is well positioned to provide the full range of environmental advice to clients across the country. Showcasing extensive experience in issues ranging from climate change and solid waste to green bonds, brownfields and contaminated sites, the department is regularly seen acting for clients in M&A transactions with sensitive environmental implications. Typical instructions also include environmental permitting, agribusiness and forestry matters, and crisis management. The practice is jointly led by two partners: Antonio Augusto Reis, who frequently advises on the environmental aspects of projects, business and financing transactions; and Rômulo Sampaio, an ESG specialist who often assists with carbon markets, waste management and water resources-related mandates. At the associate level, Igor Lyra specialises in dispute resolution involving historical heritage and preservation, while Tábata Boccanera Guerra de Oliveira focuses on climate change issues, licensing processes and contaminated sites. Since publication, former practice head Lina Pimentel Garcia  has left the firm, effective as of January 2024.
