Manesco, Ramires, Perez, Azevedo Marques Sociedade de Advogados is ‘a leading firm in this area’, with administrative litigation an area of particular strength. The firm also provides day-to-day support to its clients on a host of regulatory matters and administrative contracts, while ancillary areas of expertise include construction litigation, PPPs and environmental law. Recent work for Marcos Augusto Perez and Lucas Cherem de Camargo Rodrigues includes acting for a client in the construction and engineering sector in a bidding process. Floriano de Azevedo Marques Neto is a ‘leading mind in administrative law’, and Eduardo Augusto de Oliveira Ramires, Caio de Souza Loureiro and Fábio Barbalho Leite also attract praise.

Boutique firm Sundfeld Advogados is among the country’s pre-eminent public law and regulatory firms, with a well-established reputation in the field. Founding partner Carlos Ari Sundfeld is a well-known name both in practice and in academia; he has taken a role in drafting key legislation and has published a range of books in the field. Alongside him in the team is Vera Monteiro, who has notable experience in the formation of PPPs. Other contacts include Jacintho Arruda Câmara and André Janjácomo Rosilho.

Azevedo Sette Advogados has substantial experience in key industries such as construction, telecoms and mining, where it acts for companies in administrative proceedings, public bids, concessions and PPPs; it has played active roles on numerous high-profile infrastructure projects. Among the department’s transactional highlights in 2016, Frederico Bopp Dieterich and a team advised Concessionária do Aeroporto Internacional de Confins on the environmental, contractual and regulatory aspects of the modernisation and expansion of its airport. Machado Meyer Sendacz e Opice Advogados saw organic growth with the promotion of two of its lawyers to partner: Rafael Vanzella, who ‘has great negotiations skills to deal with difficult situations’, and Lucas Sant’Anna, who ‘provides creative solutions for complex issues’. A leader in projects and infrastructure, the team has experience in a range of public law matters and regularly acts in relation to public bids and the formation of PPPs. Mattos Filho, Veiga Filho, Marrey Jr. e Quiroga Advogados’ public law department comprises a group of multi-disciplinary lawyers, with a range of expertise that takes in infrastructure, regulatory and administrative law. It recently acted for Bombardier in the defence of an administrative proceeding concerning a subway line, with Bruno Dario Werneck taking a lead role. Associate Rosoléa Folgosi has a broad administrative and constitutional law practice. Compliance and corporate ethics is another specialism of the firm, with Thiago Jabor Pinheiro the name to note.

Siqueira Castro – Advogados has a broad public law practice, and is considered ‘a safe pair of hands’. In 2016, the team was active across administrative, regulatory and anti-corruption matters, both contentious and non-contentious. It also added to its ranks with the hire of Rodolfo Licurgo Tertulino de Oliveira, previously at his own boutique. Carlos Roberto Siqueira Castro and Fernando Villela de Andrade Vianna co-lead the team.

Claudia Elena Bonelli heads the administrative law department at TozziniFreire Advogados, which is active in public procurement, government contracts, infrastructure projects, and regulatory matters. The firm stands out in compliance, anti-corruption and crisis management, with Shin Jae Kim a key name in this burgeoning field. Ana Cândida de Mello Carvalho is another active member of the team, with experience in the aerospace, water, transportation and life sciences sectors.

Demarest Advogados’ public law team is ‘a step ahead’, and is highlighted for its ‘accuracy’, ‘focus’ and ‘very good response times’. The firm’s strength in M&A, projects and infrastructure ensures a steady flow of work for the group, which also maintains an impressive standalone practice, advising on regulatory and administrative matters. Renato Poltronierican quickly spot the relevant patterns and issues in any given situation’.

KLA-Koury Lopes Advogados has significantly bolstered its administrative and public law capabilities, most recently with the arrival of Marianne Albers, who joined from De Vivo, Whitaker e Castro Advogados in 2016. She joined Paulo Prado and Vanessa Tafla, who specialise in environmental law and administrative proceedings. Anti-corruption and compliance is another area of specialism within the firm.

Standout features of the public law practice at Pereira Neto | Macedo include its active role in public policy and regulatory initiatives in key areas such as ports and telecoms; and its substantial experience in dispute resolution makes it a popular choice for clients in administrative litigation. Caio Mario da Silva Pereira Neto heads the overall practice, with Joaquim Nogueira Porto Moraes the lead on the litigation side.

Pinheiro Neto Advogados has the resources to staff large, complex transactions and litigation. Based within the litigation department, the team has regular contact with dispute resolution specialists, providing a solid foundation in administrative litigation, and it also acts on the public law and regulatory aspects of corporate deals. Ricardo Pagliari Levy and Celso Cintra Mori are key names in the practice, which also provides anti-corruption and compliance advice.

Tauil & Chequer Advogados in association with Mayer Brown established a public law practice in 2016 when a team led by the highly regarded Bruno Aurélio joined from Cascione, Pulino, Boulos & Santos Advogados. Praised for its ‘agility and advanced knowledge’, the firm has a strong track record in contentious and non-contentious matters. Associates Gabriela Silvério Palhuca and Renan Sona Silva are also recommended.

Trench Rossi Wanatabe provides ‘an excellent level of service in terms of experience, business acumen and legal knowledge’. It regularly assists its clients in public civil lawsuits, regulatory matters and discussions with governmental authorities. Energy, mining and infrastructure specialist José Roberto Martins oversees the group, with Henrique Frizzo, Heloisa Barroso Uelze and Danielle Gomes de Almeida Valois also key team members.

2016 was another busy year for the buoyant public law practice at Almeida Advogados, which advised numerous clients on government procurement and bidding procedures. The team has significant senior resource in the form of practice heads Rafael Zinato Moreira and Leonardo Palhares.

At BMA – Barbosa, Müssnich, Aragão, Eduardo Hayden Carvalhaes Neto has substantial experience in government affairs, public law and regulatory matters. As part of a full-service firm, the department is able to draw on the expertise of the firm’s environmental law, dispute resolution and M&A lawyers.

Fialho, Canabrava, Andrade, Salles Advogados has vast experience in public procurement procedures, a field in which it remained active in 2016. It also provides strategic advice and assistance on the management and performance of concession contracts. Gustavo Magalhães and Érico Andrade head the Belo Horizonte based team.

The ‘responsive’ and ‘committed’ team at Palma Guedes Advogados represents clients in infrastructure projects, PPPs, bidding procedures and the establishment of commercial partnerships with the public sector. Álvaro Palma de Jorge is ‘the right person to have by your side in a crisis scenario’; he and Demian Guedes are noted for their ‘resilience, experience and high-level advice’.

Veirano Advogados’ workload spans public tenders, administrative litigation and day-to-day public and regulatory matters. Senior counsel Marcos Ludwig has ‘an excellent capacity in forming and leading competent teams on any legal issue’. At associate level, Victor Jacuru attracts strong praise.

Arap, Nishi & Uyeda Advogados is well-versed in infrastructure and construction projects, with additional knowledge in public law and regulatory matters. Luciana de Campos Maciel and name partner Massami Uyeda are among the key figures in the team.

Castro, Barros, Sobral, Gomes Advogados’ public law practice sits within the group’s broader infrastructure department, and handles government procurement and construction projects. Practice head Renato Stetner has experience in the water, railway and energy sectors, among others.

Tax litigation concerning constitutional or public law issues is a niche specialism of Advocacia Fernanda Hernandez. Fernanda Guimarães Hernandez leads the practice, which is based in Brasília.

At Justen, Pereira, Oliveira & Talamini Advogados, ‘each case is handled with efficiency, providing reliability to the client and its directors’. Marçal Justen Filho and Eduardo Talamini are currently defending a company against a declaration that it is unsuitable to bid for or entering into government contracts for five years.

With a sizeable team active in infrastructure and public law matters, Leite, Tosto e Barros Advogados Associados has the experience and resources to assist in public bids, litigation and a host of other matters involving public bodies. Cristiana Castro, Eduardo Nobre and Tiago Lobão Cosenza are the three partners in the team.

Advocacy and government relations boutique MJ Alves & Burle Advogados e Consultores was established in 2016, tapping into this burgeoning area in Brazil, and is led by Marcos Joaquim Gonçalves Alves, formerly of Mattos Filho, Veiga Filho, Marrey Jr. e Quiroga Advogados. The firm assists clients from numerous industries in matters before executive, legislative and judicial branches, and entered into a strategic partnership with litigation boutique Francisco Rezek Sociedade de Advogados in 2017, enhancing its legal and political lobbying offering.

Silveiro Advogados’ contentious and non-contentious administrative and public law practice is complemented by the firm’s broader expertise in antitrust, compliance and anti-corruption. In Porto Alegre, Ricardo Leal de Moraes and Manoel André da Rocha have strong reputations and significant experience in this area.
