With one of the largest projects and infrastructure teams in the market, Machado Meyer Sendacz e Opice Advogados regularly acts on air, rail, road, water transportation and energy projects. In 2016, the group advised Itapoá Terminais Portuários on an issuance of debentures for the long-term financing for the expansion of the Itapoá port. José Virgílio Lopes Enei has ‘deep knowledge of project finance and fundraising’ and co-leads the team with José Ribeiro do Prado Júnior. Mauro Bardawil Penteado and Adriano Schnur Gabriel Ferreira are also recommended.

The sizeable and ‘very experienced’ team at Mattos Filho, Veiga Filho, Marrey Jr. e Quiroga Advogados combines outstanding project finance expertise with public sector experience. It advised Pátria Investimentos as the successful bidder in relation to energy agency ANEEL’s procurement for the EPC agreement covering over 1,100km of transmission lines, worth approximately R$2bn. Another highlight was assisting the lenders, Banco do Brasil, Itaú Unibanco and Banco da Amazônia, in the project financing of a R$950m waterway logistics project operated by three SPVs controlled by Hidrovias do Brasil. Pablo Sorj and Bruno Werneck are recommended.

Souza, Cescon, Barrieu & Flesch Advogados has long enjoyed an excellent reputation for project finance. It recently advised Caixa Econômica Federal on the long-term financing extended to the concessionaire of a toll road connecting the states of Minas Gerais and Goiás: the first of its kind under the government’s new logistics investment programme. On the concessionaire side, the team acted for Concessionária de Rodovia Sul-Matogrossense on the expansion and operation of a highway, and Companhia do Metrô da Bahia on the construction and operation of a subway system in the city of Salvador. The ‘proactive’ team includes Luis Semeghini de Souza, who is ‘one of the pioneers of project finance work in Brazil’, and also Maurício Teixeira dos Santos and Karin Yamauti Hatanaka.

Dias Carneiro Advogados’ client portfolio includes international banks such as China Development Bank, Inter-American Development Bank, and Japan Bank for International Cooperation. The group advised Voltalia on several project financings, including the obtaining of a bridge loan from Banco BNP Paribas and Banco Santander for the construction of four wind farms. Thiago Vallandro Flores and Ricardo Sanches now work alongside Ricardo Assaf, who joined from Renova Energia.

Notable for its project finance expertise, Pinheiro Guimarães – Advogados also covers the development and implementation of energy projects. It advised long-term client Rio Energy on the drafting and negotiation with Wobben Windpower of equipment supply contracts for eight wind farms. Rio de Janeiro based André Sigelmann heads the 15-strong group, which also acted for EDP Energias do Brasil.

Pinheiro Neto Advogados is regularly retained to advise on the financing of large projects in the energy and infrastructure sectors. It advised the International Finance Corporation on the structuring and implementation of a R$80m financing to Phoenix Tower Participações for the construction of telecommunication towers; and, on the borrower side, assisted the concessionaire of light vehicle rail system VLT Carioca in relation to financing from BNDES. Recommended partners include José Luiz Homem de Mello, Ricardo Coelho, Júlio César Bueno and Marcello Portes da Silveira Lobo.

Stocche Forbes Advogados focuses on corporate and financing transactions. It assisted Odebrecht Óleo e Gás and Teekay Offshore in the long-term financing for the construction of the Libra pre-salt field FPSO, and advised Fibria on the financing for the expansion of its cellulose processing plant obtained from Banco do Brasil. Guilherme Forbes, Paulo Padis and Miriam Signor are recommended.

With extensive international ties, Tauil & Chequer Advogados in association with Mayer Brown regularly acts on large infrastructure and construction projects. ‘Excellent negotiator’ Eduardo Lima led advice to Consórcio Walks on the bidding procedure for the expansion, operation and maintenance of the public lighting network infrastructure of the municipality of São Paulo. In 2016, Bruno Aurélio joined from Cascione, Pulino, Boulos & Santos Advogados, while Salim Jorge Saud Neto left to found Saud Advogados.

TozziniFreire Advogados covers projects and infrastructure work from concession contract bidding procedures through to project finance, and recently acted for Voltalia Energia on contractual matters concerning the construction of a thermoelectric power plant and a small hydroelectric power plant. Heloísa Scaramucci is ‘always available and ready to help’. Antonio Felix de Araujo Cintra is recommended for project finance.

José Roberto Martins’ group at Trench Rossi Wanatabe derives its strength in projects and infrastructure from the cooperation of different practice groups, with key figures including oil and gas expert Danielle Valois, public law specialist Heloísa Barroso Uelze, and Anna Tavares de Mello on the M&A side. A recent highlight was advising América Tecnologia on entering into a joint venture agreement with Integraciones Vyr to develop technology operations in Mexico.

Regularly involved in large infrastructure projects, Veirano Advogados acts mainly for sponsors, such as Banco Santander and the International Finance Corporation, but also advises some concession holders. The financing and construction of energy projects is an area of particular expertise. Ana Carolina Barretto and Pedro Freitas are the names to note.

A specialist in matters of public law, Azevedo Sette Advogados was instructed by the concessionaire responsible for operating, maintaining and expanding the water and sewage systems of the city of Pará de Minas. Other recent instructions have concerned local waste collection, the construction of hospitals and a railway line, and related disputes. Frederico Bopp Dieterich, Leonardo Moreira Costa de Souza and Rafael Adler are recommended.

BMA – Barbosa, Müssnich, Aragão has recently been involved in the financing of wind farms and transmission lines. Camila Goldberg and Rafael Dutra are the names to note on the project finance side, while Eduardo Hayden Carvalhaes Neto adds public law expertise.

Demarest Advogados advised a bank on the project financing for the construction of a large factory, and assisted Vinci in the €1.5bn acquisition from Invepar of LAMSAC, the concessionaire of the Linea Amarilla highway in Lima, Peru. Renato Poltronieri is recommended along with André Luiz Freire, who joined from Machado Meyer Sendacz e Opice Advogados in June 2017. The team is noted for its ‘prompt replies’.

Felsberg Advogados regularly advises distressed sponsors and projects. Maria da Graça is recommended for project financing, while Daniel Engel and Fábio Luiz Peduto Sertori are noted for their experience in infrastructure projects. Clients include Gransolar Group and Companhia Energética de São Paulo.

The team at Schmidt, Valois, Miranda, Ferreira & Agel is experienced in handling infrastructure projects in other Portuguese-speaking countries. With very strong energy expertise, the group recently advised Santana O&G on its concession for the exploration, development and production of hydrocarbons in the Recôncavo Basin. Paulo Valois Pires and Rogério Miranda are the key names. The firm split from L.O. Baptista Advogados in January 2017.

Specialist power firm Soares Bumachar Chagas Barros Advogados regularly advises on EPC and other commercial contracts, recently assisting Complexo Carcará in negotiating supply, engineering and construction agreements for the development of a number of wind farms. Eduardo Soares, Rosilane Costa Barros and Marcela Figueiró are the names to note. Since publication, Eduardo Soares has moved to Lefosse Advogados as head of the firm's project and infrastructure practice.

Specialist public procurement firm Arap, Nishi & Uyeda Advogados, based in São Paulo, handles projects in a wide range of sectors. Recommended partners include Massami Uyeda Júnior and Sami Arap Sobrinho.

Very active in the energy sector, Leite, Tosto e Barros Advogados Associados is regularly engaged by concession holders such as Alupar, Transnorte Energia and TBE – Transmissoras Brasileiras de Energia. Eduardo Nobre’s team is particularly recommended for dispute resolution.

The ‘responsible and flexible’ team at Manesco, Ramires, Perez, Azevedo Marques Sociedade de Advogados is active in a broad range of infrastructure projects. Adriana Roldan Pinto de Lima, Marcos Augusto Perez and Tatiana Matiello Cymbalista are the names to note.

Perlman Vidigal Godoy Advogados is particularly noted for dispute resolution in the energy sector, and the use of capital markets instruments in the financing of infrastructure projects. Founding partners Marcelo Giovanni Perlman and Luciano de Souza Godoy are ‘very committed’.

Rolim, Viotti & Leite Campos Advogados advised MF Projetos em Energia and Macaubas Energia Renovavel on the construction of two small hydropower plants, and also acted on mining projects, the construction of new production plants, and the build-up of infrastructure for a national park. Belo Horizonte based Luis Gustavo Miranda heads the practice.

Providing ‘quick and adequate replies’, Siqueira Castro – Advogados acts for clients such as Camargo Corrêa, Petrobras and Fraport. NUCLEP – Nuclebrás Equipamentos Pesados engaged the firm for advice on the operation of a port terminal and new nuclear power and oil and gas projects. Fernando Villela de Andrade Vianna is a key partner.

Barros Pimentel, Alcântara Gil, Rodriguez e Vargas Advogados is highly recommended for health and TMT projects. Founding partner Caio Farah Rodriguez is the name to note for public procurement.

Campos Mello Advogados stands out for its expertise in the financing and development of renewable energy projects. Fabiano Gallo led advice to Statkraft on the construction of a hybrid wind/solar plant.

Cascione, Pulino, Boulos & Santos Advogados has very strong expertise in regulated sectors, and recently acted as deal counsel in relation to Parque Eólico Assuruá’s R$200m private placement of convertible debentures to finance the construction of three wind power plants. Following Bruno Aurélio’s move to Tauil & Chequer Advogados in association with Mayer Brown, Milana Martins and Marcos Pulino are the main contacts.

Infrastructure boutique Justen, Pereira, Oliveira & Talamini Advogados regularly acts for concession holders in procurement matters, contract negotiations and disputes. The team includes Cesar Pereira, and advises clients such as APM Terminals Itajaí, EcoRodovias and OAS Engenharia.

L.O. Baptista Advogados’ Fernando Marcondes has ‘excellent knowledge of the construction sector’, and has recently been involved in a range of transportation and energy projects. The firm split from Schmidt, Valois, Miranda, Ferreira & Agel in January 2017.

Highly recommended for advising lenders in project financings, Lobo de Rizzo Advogados advised the Inter-American Development Bank on the first issuance of subordinated debentures by the concessionaire for São Paulo’s metro line four. Fabrizio de Oliveira Sasdelli now co-leads the team with Milton Pinatti, who joined from Tauil & Chequer Advogados in association with Mayer Brown. Felipe Eluf Creazzo is now with K&L Gates.

Palma Guedes Advogados regularly advises concession holders such as RIOgaleão, F.AB. Zona Oeste and Porto Novo. Founding partner Demian Guedes is recommended for infrastructure disputes.
