Career

José Guilherme Berman is a partner in BMA’s Infrastructure and Regulatory & Government Affairs and Compliance, Investigations and Regulatory Enforcement practice areas. He has solid experience in individual and collective actions involving various areas of public law, such as public bidding procedures, electrical energy, oil and natural gas, price regulation, environmental law, administrative misconduct, anticorruption law, and expropriations.  He represents clients both at the administrative level (budget oversight tribunals, the federal Controller-General’s Office, and regulatory agencies) and before the courts.

Before joining BMA, he worked both in private practice and gained experience in the public sector, as legal advisor to the State Secretariat and to CEDAE, Rio de Janeiro’s state-owned water supply and sewage treatment company.

José Guilherme lectures in undergraduate and graduate courses in Law at PUC-Rio, where he is currently lecturing in Comparative Law and Anticorruption Compliance. He has taught Constitutional Law at UNESA – Universidade Estácio de Sá and UNIFESO – Centro Universitário Serra dos Órgãos, and is the author of books and articles published in legal journals.
