Tab represents and counsels some of the largest utility and energy companies in Texas and the United States, including electric utilities, gas utilities, retail electric providers, qualified scheduling entities/power marketers, generators, mining companies, and other energy sector clients. He regularly advises clients of the regulatory implications and risks of project development, capital market, and commercial energy transactions. His experience includes both rulemaking proceedings and administrative litigation involving a variety of rate case, licensing, sale/transfer/merger, and compliance proceedings before numerous state and federal agencies. Tab has represented clients before the Public Utility Commission of Texas and the Railroad Commission of Texas for over 20 years. He also practices before the State Office of Administrative Hearings, the Electric Reliability Council of Texas, the Federal Energy Regulatory Commission, and several state public utility commissions. Tab also regularly leads negotiations for clients on a variety of commercial energy transactions. In addition to his energy regulatory practice, Tab has significant experience in advising clients on legislative strategy, drafting and advocacy efforts.
