Founded in 1992, Long An Law Firm is the oldest partnership law firm in China, but its financial business has always been a weakness of Long An. In 2017, lawyers Xiuping Pan and Weiguo Wang joined Long A,and led Long An lawyers to make major breakthroughs in the financial field.

Mr. Weiguo Wang is a famous jurist in Chi na and the president of China Society of Banking Law. Mr. Xiuping Pan is the secretary general of China Society of Banking Law . Long An needs to be in storage of bank and financial institution first. The characteristic of financial institution customers is that they must first enter the warehouse before they are qualified to do specific business. By taking advantage of his own resources, Lawyer Xiuping Pan has completed more than 70% of the warehousing of financial institutions. Second, it is to build a team of financial lawyers. The two lawyers brought in a team of financial lawyers, and at the same time integrated the original lawyers of Long An to set up a financial committee.

After 7 years of efforts, Long An’s financial business has achieved fruitful results. In 2022, 2023 and 2024, Mr. Xiuping Pan was ranked on The Chambers “Banking and Finance” list for three consecutive years. In 2023 and 2024, Long An Law Firm was ranked on The Legal 500 “Banking and Finance” list. Long An Law Firm won the Commercial Law Excellence Award in 2021.

Long An has formed a unique advantage in the financial field, mainly reflected in the following aspects:
1. Build a dual platform of “academic + lawyer”. Lawyer Weiguo Wang is the president of China Society of Banking Law, and Lawyer Xiuping Pan is the secretary general, who can mobilize the academic resources of China Society of Banking Law, to serve the financial business of Long An.

2. Actively participate in financial legislation. Weiguo Wang is the draftsman of the Enterprise Bankruptcy Law and a member of the expert group on the revision of the Banking Supervision Law. Lawyer Xiuping Pan is a member of the expert group on the revision of the Commercial Bank Law, and has participated in the drafting and argumentation of many judicial interpretations, regulatory rules and regulations.

3. Actively promote law. The next task of participating in legislation is to disseminate the law, and new laws, judicial interpretations, and regulatory regulations need further interpretation. The training course on the Guarantee System of the Civil Code and its Judicial Interpretation taught by Lawyer Pan has been given for more than 100 times, with more than 200,000 students. 4. Solved some major and difficult cases. When financial institutions encounter major and difficult cases without solutions, they think of Long An lawyers, they think that only Long An has the strength to turn defeat into victory, therefore, Long An lawyers represent the second instance and retrial cases more than the first case. In the case of Zhuang Sheng Company v. Xinda Company, Xinda Company lost in the second instance of the Supreme People’s Court and found lawyer Long An to represent it in the retrial of the Supreme People’s Court. The firm mobilized the scholar resources of China Society of Banking Law, held a legal expert demonstration meeting, and issued a legal expert opinion, which prompted the Supreme People’s Court to revoke its second instance judgment in the retrial, and Xinda Company turned the defeat into a victory. In a case brought by Ping An Bank, the Tianjin High Court of first instance ruled that the bank’s loan contract was invalid because it involved a criminal offence. Long An acted for Ping An Bank in the second instance of the Supreme People’s Court, and the second instance revoked the judgment of the first instance and changed the validity of the loan contract. The case’s handling rules on the interweaving of criminal and civil cases have also been absorbed into the Minutes of the National Court’s Financial and Civil and Commercial Trial Work Conference to be released by the Supreme People’s Court. There were three other similar cases, all of which were brought back to life by Long An only when financial institutions were cornered.

5. Timely transformation of results and publication of academic papers. The achievements created by Long An in the process of legislation and representation of cases are published in a timely manner for academic discussion and reference by the legislative and judicial organs.

6. Gradually formed an advantageous professional field. At present, Long An has been at the leading level in the field of guarantee in China. Handled several major cases in the field of bills, formed a professional advantage. In the bankruptcy of enterprises, or bankruptcy proceedings of financial institutions creditor’s rights protection, Long AN has successful major cases, but also become the model of the industry. It also has advantages in the fields of letter of guarantee, letter of credit, factoring, financial management, stock pledge type buyback, etc. In terms of bond issuance, the varieties of bonds issued include almost all bonds, and it can issue 100 billion yuan of bonds to China’s largest enterprise State Grid, which is also a pioneer in the bond market.
