Rahul Goel has over 22 years of professional experience in advising, assisting and representing clients on wide variety of legal, regulatory and policy issues.

Rahul has extensive experience in advising on various issues in Antitrust/ Competition law space including anti-competitive agreements, cartels, bid-rigging, abuse of dominance, merger control, private antitrust litigation/ follow-on damages. He assists stakeholders, associations, companies in competition law training and compliance, dawn raid preparedness including conducting mock dawn raid(s).

He represents clients before the Supreme Court of India, various High Courts, National Company Law Appellate Tribunal, Telecom Disputes Settlement and Appellate Tribunal, Competition Commission of India (CCI) and other regulatory authorities.

In TMT space, Rahul advises and assists stakeholders and companies including OTT and social media platforms, online gaming companies, international carriers, mobile and landline telecom operators, ISPs, submarine cable operators/ owners, cable landing station operators, IT companies on complex legal and regulatory issues in India. He advises companies on doing and setting-up businesses in India and obtaining all approvals, licenses, registrations and clearances including foreign investment approvals. He regularly advises clients on data protection and privacy laws.

Antitrust/ Competition

φ Obtained landmark judgment from the Supreme Court of India on “imposition of penalty on the basis of relevant turnover” (Excel Crop Care Ltd. v CCI): 2017

φ  Obtained the landmark order from the High Court of Delhi directing CCI to decide the issue of jurisdiction first before going on merits of the case (Delhi Development Authority v CCI): 2014

φ First order by CCI granting cross examination of Informant and witnesses (Maruti & Co. v Karnataka Chemists & Druggist Association of India): 2013

φ Represented the Informant in the cement cartel matter and obtained the landmark order from CCI imposing a penalty of INR 67 billion (USD 1 billion) on 12 Cement Manufacturers.

φ Advised and assisted the Department of Investment and Public Asset Management (DIPAM), Government of India and HPCL in HPCL-ONGC Merger and assisted the Government of India in issuing the exemption notification for Central Public Sector Enterprises from obtaining merger approval from CCI (2018).
