Career
Ulises, our lead partner of the Administrative law and Government procurement practice, has more than 25 years of experience in the public sector, mainly in legal areas, public procurement and institutional relations, as well as ESG.
He was the administrative authority in the Tax Administration Service (SAT) as head of the internal control body, in the Mexican Institute of Social Security he was legal director, in the Attorney General’s Office he was general director of the Specialized Public Prosecutor’s Office.
He was also legal director of ISSSTE and Banrural, legal director of Financiera Rural and FIRA-Banco de México. In his career in the public sector, Ulises Moreno stood out as a resolute negotiator in a large number of highly complex technical situations.
