Before laying the foundation of Charter Law Chambers in the year 2019, Hemant Singh began his career under the able guidance and mentorship of Mr. Sanjay Sen, Senior Advocate, in his law firm, Praxis Partners, where he got the opportunity to handle important cases in the field of infrastructure, energy and general commercial litigation and was promoted as a Senior Associate in April, 2012.

After designation of Mr. Sanjay Sen as a Senior Advocate in the year 2013, Praxis Partners got re-christened as Praxis Counsel and from 2014 onwards, Hemant came to its helm of affairs by becoming the Managing Equity Partner therein. Hemant looked after the majority of infra and electricity litigation of the rechristened firm, and he handled various cases which came to be regarded as landmarks in regulatory practice. Hemant also has appearances before numerous High Courts and Commissions across India, including Mumbai, Ahmedabad, Chennai, Raipur/ Bilaspur, Bhubaneswar, Bhopal, etc. Hemant is also extensively involved towards business development activities for CLC.

Hemant represented leading clients, both private and government, over myriad issues in energy sector. Determination of tariff is one of the most important functions entrusted upon electricity regulatory commissions, and he has represented generating companies, distribution licensees, transmission licensees in matters relating to tariff determination, both before the State Commissions and the Central Commission, and thereafter, in appeals before the Appellate Tribunal and the Supreme Court. Hemant also represented clients in disputes related to tariff discovery through bidding route.

Hemant has also diversified into other fields, such as corporate and transaction advisory. Hemant advises clients on issues relating to company laws and regulatory. Hemant regularly represents clients in arbitration proceedings, proceedings before the National Green Tribunal (NGT), NCLT and NCLAT, etc.

Hemant, overall has 13 years of experience in the regulatory sector, including electricity and corporate litigation, with over 60 reported judgments. Today, just over a year since its inception, CLC, which started as a small boutique regulatory litigation firm, has expanded both, its practice areas, and its bandwidth, and now comprises of 17 lawyers and has offices in New Delhi and Mumbai, as well as professional tie-ups in other Tier-1 cities such as Bangalore, Hyderabad, Bhubaneswar. Hemant deeply believes in client satisfaction, which comes from the two fundamental principles of meeting deadlines and quality of work.
