Career

Lawyer specialized in Antitrust, Litigation and Telecommunications, with more than 20 years of experience in both the public and private sectors. For over nine years Julio occupied different posts at the Colombian Competition Authority (SIC), including Head of the Group for the Protection of Competition, Head of the Group for Merger Control, Head of the Group for the Promotion of Competition, Head of the Division for the Promotion of Competition, Head of the Group for Jurisdictional Unfair Competition and, on multiple occasions, Deputy Superintendent for the Protection of Competition.

Furthermore, he worked as Deputy Director of Surveillance and Control of the National Spectrum Agency (ANE).

Julio is a renowned expert in antitrust and telecommunications law; the latter, especially in matters related to the radioelectric spectrum. Likewise, he is a recognized Trial Attorney in administrative-contentious matters.

After several years in the public sector, in 2016 Julio joined as Partner of MBCR, now known as ECIJA Colombia.

For nearly a decade Julio has been closely linked with the academy, as a postgraduate professor in Antitrust and Unfair Competition Law at Universidad Javeriana, Universidad del Rosario, Universidad Externado and Universidad Sergio Arboleda.
