2023년 10월 중국 국무원은 '특허 전환 및 활용 특별행동 방안(2023-2025)'을 발표한 이후, 중국 국가지식산권국은 관련 부서 및 지방 부처와 협력하여 '대학 및 과학연구기관의 미활용 특허 활성화 업무 방안', '중소기업 성장 촉진을 위한 특허 산업화 계획 실시 방안' 등의 정책 조치를 수립 및 시행해 옴
2025년은 특허 전환 및 활용에 관한 3개년 특별행동의 마지막 해로서 높은 품질로 목표를 달성하기 위해서는 2025년의 특허 전환 및 활용 업무를 재배치할 필요가 있음에 따라 중국 국가지식산권국은 동 통지를 발표함
동 통지는 특허 활성화 촉진, 경쟁 우위 강화, 정책 방향 강화, 장기적 메커니즘 형성 등의 측면에서 4가지 주요과제와 14가지 구체적 조치를 제안함
