④ 성(省) 전체의 하이테크 기업이 50,000개에 도달하고 그 중 중점산업 분야가 80% 차지
⑤ 하이테크 산업이 전체 산업 생산 가치의 약 55%를 차지하는 등의 목표를 제시함
