9月5日、中国商務部の李飛部長助理は、国務院政策定例会見の席上、外資系研究開発（R＆D）センター設立を促進する施策を早急に打ち出し、外資のイノベーションと知的財産権保護を支援するための取り組みを強化すると表明した。
李氏は記者会見で、経済安定化の包括的政策の後続政策措置について説明した。商務部は「貿易安定に向け各種措置を講じる、外資安定の取り組みを拡大する、効果的な消費を積極的に促進する」の3点から持続的に取り組み、越境ECなどの新業態・新モデルの発展を後押しする方針である。
李氏によると、新たな政策措置には、外資によるR&Dセンターの設立、人材確保、イノベーション支援、知的財産保護強化などへの支援策が含まれる。
