中国共産党中央委員会と国務院の知的財産権強国建設に関する方針を徹底し、「知的財産権強国建設綱要（2021〜2035年）」および「『十四五』国家知的財産権保護と運用計画」の実施を推進するため、国家知的財産権強国建設活動部門間合同会議弁公室が関連部門と協力して、「知的財産権強国建設発展報告書（2023年）」を共同で作成し、発表した。
この報告書は、知的財産権強国建設の発展目標の達成状況と、その過程で上げた成果をまとめたものである。国と地方の2つのレベルから知的財産権強国建設の発展状況を評価し、現状を分析した上で、2024年の発展について展望している。
