He also advises contracting authorities and utilities companies, including on the preparation of tenders.
Peter has extensive experience working with politically governed organisations. This includes acting as project leader on complex public procurement procedures, such as large-scale IT acquisitions, construction projects and framework agreements for procurement associations. In addition to his legal expertise, he is a certified Professional Scrum Master and regularly advises on the use of agile IT contracts.
He is committed to simplifying public procurement by focusing on the commercial advantages of procurement processes. His advice covers procurement strategy, market dialogue, drafting of tender documents (including contracts and terms), legal quality assurance of requirements specifications, negotiations, and both internal and external contract management.
Peter has significant experience representing clients before the Complaints Board for Public Procurement. He frequently speaks at seminars, provides training on public procurement, and has co-authored several publications, including books on procurement law.
