Ian Duncan Smith, the Work and Pensions Secretary, has announced a sweeping new set of welfare reforms.

In a speech at the Conservative conference, he explained that the current "complex, outdated and wildly expensive system" of multiple benefits is to be replaced with a single universal credit that is designed to taper off gradually when people return to work and their salaries increase.

Under the new system, Disability Living Allowance will remain a separate benefit, and a new enterprise allowance scheme will be introduced in order to assist people starting up new businesses. According to the timetable laid out by Mr Duncan Smith, the reformed system will come into operation from the end of 2013.
