Introduction

In our recent article on ''The Nigerian Content Development and Enforcement Bill and the Petroleum Sector: Key Themes and Implications'1, we reviewed the Nigerian Content Development and Enforcement Bill, on which Nigeria's lower legislative house, the House of Representatives has been deliberating since December 18, 2019 (the HOR NCDE Bill).

The HOR NCDE Bill proposes to repeal the Nigerian Oil and Gas Industry Content Development Act 2010 (the Local Content Act 2010), and to enact a new multi-sector statute that would extend local content regulation and enforcement across the mining, information communication technology, construction and power sectors if enacted (the NCDE Bill).
