New UK, EU and US Sanctions on Russia and Belarus update as of 02 November 2023

With the rapid expansion of UK, EU and US sanctions on Russia and Belarus in recent weeks - and with more in the regulatory pipeline - we set out:

1. WHAT'S NEW

On 27 October 2023, OFSI amended General Licence INT/2022/1875276, which permits certain activities related to the provision of civilian telecommunication services and news media services. It was clarified that PJSC MegaFon and its subsidiaries, as well as Digital Invest Limited Liability Company, are classed as Civilian Telecommunication DPs. The Licence was also extended to 30 May 2026.
On 26 October 2023, the UK High Court rejected Mikhail Fridman's application to set aside OFSI's decision to refuse to grant him 3 licences for his property, Athlone House, and its management company, Athlone House Limited. In its judgment, the High Court considered that OFSI had acted lawfully and rationally in not granting the
