Rick is a Senior Partner in BLG’s Construction Group and he is widely considered one of Canada’s leading infrastructure, surety and construction lawyers. Rick brings practical legal and industry-specific expertise to each client engagement.

Rick is recognized for his unrivalled P3 experience in the healthcare sector, having been extensively involved in healthcare infrastructure projects across Ontario.

He specializes in construction, surety and procurement law including: construction contracts and project delivery methods, public infrastructure procurement and contracts, construction insurance and surety bonds.

Rick has been actively involved in a large number of construction and infrastructure projects – successfully leading transaction teams and closing a number of public-private partnership deals, as well as crafting complex project agreements.

Rick also has extensive experience in domestic and international dispute resolution having resolved countless project disputes including appearances at every level of court including the Supreme Court of Canada.

Rick is recognized by the foremost legal rankings publications including Chambers Canada for Construction (Band 1) and Who’s Who Legal: Government Contracts and Construction.




Rick is a founding Fellow and a past president of the Canadian College of Construction Lawyers and a member of the International Bar Association American Bar Association (Tort Trial and Insurance Practice Section, Fidelity & Surety Law Committee, and Forum on the Construction Industry), Canadian Counsel for P3s and Board of the Surety Association of Canada. He is a co-chair of the Osgoode Hall Certificate Program in P3 and a former member of the Finance Committee of the Canadian Construction Association.

With a client base spanning such sectors as transportation, health services, social infrastructure and energy, the firm assists with matters ranging from early-stage project and procurement planning and structuring, project governance, public funding and private financing to regulatory approval matters, closing matters and litigation, mediation and arbitration. Patricia Morrison KC leads the team in Calgary and provides expertise on large-scale infrastructure, industrial and commercial projects, in addition to high-value disputes involving tenders, construction contracts and liens. Jeffrey Vallis KC, also in Calgary, brings experience in domestic and international arbitrations. Richard Shaban in Toronto draws on 30 years of handling transactional work and the resolution of issues during procurement and project delivery. In Montreal, Simon Grégoire specializes in complex construction litigation and infrastructure and energy construction disputes. Borden Ladner Gervais LLP ‘s integrated projects and construction group is among the largest in Canada, with the ability to draw on well-staffed platforms in key provinces across the country. Vancouver-based infrastructure specialist Douglas Sanders spearheads the department and has strong experience in PPP projects; he is advising Alstom Canada on its participation as a member of ONxpress Transportation Partners for the Metrolinx Regional Express Railway GO Rail Expansion Project, Package 3. In Montreal, Pascale Dionne is noted for project finance work, while Sarah Bird specializes in PPP and project development in Vancouver, and senior counsel Richard Shaban is noted for construction and procurement in Toronto.

The 49-strong group at Borden Ladner Gervais LLP has experience representing both government authorities – including Crown corporations and municipalities – and private sector developers, in a wide spectrum of public procurements.
