Career
Experienced in the area of public policies and the management of legal departments of online advertising agencies. Joined Baptista Luz Advogados in 2010 and is currently the coordinating partner of the Tech Transactions, Intellectual Property and Advertising & Media team which provides counsel to large communication groups, technology companies, investment funds and telecommunications companies. An associate researcher of InternetLab and a visiting professor at Stanford Law School where he developed works on Internet regulation, presented in forums as a Telecommunications Policy and Research Conference in 2014 and UNO’s Internet Governance Forum in 2015. Also, a guest professor at the São Paulo University, the London School of Economics and Cornell Law School, and in 2017 one of the speakers at the Mozilla Festival in London.
Along the past years he developed institutional works with startups, accelerators and entities fostering entrepreneurship, including projects as a mentor and facilitator with the programs Start-up Brasil, Startup Farm, Startup Weekend, Endeavor, Anjos do Brasil, among others. He is one of TechStars mentors in Brazil, the largest startup accelerator in USA. In 2015 and 2016, he was a consultant to the Ministério da Justiça in elaborating Decree no. 8.771/16, which regulated the Marco Civil of Internet. Currently a member of subcommittee “Ambiente Normativo de Startups” of the Comitê Interministerial for Digital Transformation instituted by Decree no. 9.319/18.
Advisor to the Grupo Dínamo of the Associação Brasileira de Startups and Internet Advertising Bureau Brasil, where he also coordinated the “The Legal Aspects of Online Media Purchase” course. He is the author of books “Network Neutrality: the regulation of Internet architecture in Brazil” Editora IASP and “Regulatory Environment: Manual for Good Practice on Public Policies of Support to Startups” (Dínamo, coauthored with Felipe Matos).
