Tom Holsøe

Tom Holsøe is partner-in-charge of our Public Procurement and Contract Law department and heads the IT and Digitisation practice as well.
Tom advises authorities with special requirements in relation to IT projects, including dispute resolution, and his experience in this field includes advice and dispute resolution in the largest public IT projects in Denmark. He engages primarily in advising public authorities with respect to the organisation and completion of procurement under the EU public procurement directives. Tom also has extensive experience in the drafting of contracts within a range of fields, including especially IT contracts. For several years, Tom has given lectures within public procurement and contract law. Tom has broad experience conducting complaints cases before the Complaints Board for Public Procurement and litigating issues before the High Courts and the Supreme Court. He has also assisted in the handling of several cases before the European Court of Justice. In addition, Tom has conducted several cases before national and international arbitration tribunals. Tom is a qualified arbitrator having completed the Danish Bar and Law Society's Arbitrator Training.
