The Dutch draft Implementation Decree for the revised Consumer Credit Directive was published for consultation on 22 December 2025. The decree provides further details on the creditworthiness assessment for consumers. Based on the draft decision, an open standard will apply to the creditworthiness assessment and the so-called verification threshold for credit agreements will be abolished for amounts above EUR 1,000. In addition to this consultation, a request was also made for opinions on the necessity and desirability of making changes to the commission rules that currently apply to consumer credit. The consultation period runs until 2 February 2026.

The most significant changes introduced by the Implementation Decree concern creditworthiness assessments, pre‑contractual information requirements, mandatory disclosures to consumers, advertising restrictions, the provision of independent advice, and rules that cap the fees that credit offerors may charge
