On 20 July 2010 the Commission announced that it had fined five animal feed phosphate producers a total of €175.6 million for price-fixing and market sharing activities in the EU animal feed market.  The cartel spanned three decades from 1969 to 2004 (although not all the companies participated for the full duration).  A sixth producer, Kemira Oyj, was granted 100% immunity under the Commission's leniency policy.

Four of the producers opted to use the Commission's cartel settlement procedure and received a 10% reduction in fines in exchange for admitting their involvement in the cartel and agreeing to streamlined procedures.  The final party, Timab Industries SA ("Timab"), however, chose to opt out of the settlement procedure resulting in a hybrid case.  The Commission therefore had to adopt both a 'streamlined' settlement decision and a standard infringement decision.
