5月25日、最高人民法院は「ブロックチェーンの司法活用の強化に関する意見」（以下「意見」という）を発表し、2025年までに人民法院と社会各業界が相互に共有する ブロックチェーン連盟を構築し、中国の特色を備えた世界をリードするブロックチェーン司法活用モデルを作り出すとした。
「意見」は、7つの部分、32項目からなり、ブロックチェーンの司法応用を強化する全体的な要求とブロックチェーンプラットフォームの構築に関する具体的な要件を明確にした。
「意見」の中で、知的財産権や市場監視管理、財産権登録、取引プラットフォーム、権利者、金融機関、関連政府部門などのブロックチェーンプラットフォーム相互運用協調メカニズムを構築し、知的財産権保護、ビジネス環境の最適化、データ開発利用、金融情報の流通などをサポートするとした。
