Career
Mr. Salinas has advised companies in the technology, railroad, automotive and education industries, among others, in audits performed by the tax authority in the application of tax treaty benefits, transfer pricing, offset of taxes and supporting the deductibility of expenses; significantly reducing potential tax contingencies. Luis has extensive experience implementing defense strategies against tax assessments through administrative appeals, annulment claims and constitutional proceedings.
Prior to joining the Firm he acted as head of the Mexican Taxpayers Advocate Office (PRODECON), where he also held the positions of Deputy Chief of Systemic Tax Analysis and Director General of International Affairs. He previously worked for 12 years in the transactional tax practice of law firms located in Mexico City, New York and Washington, D.C.
Some representative experience includes his role as Governmental Observer in the Committee of Experts on International Cooperation in Tax Matters of the United Nations and his involvement in the work of the Subcommittee on Dispute Avoidance and Resolution. Mr. Salinas is currently National Reporter (Mexico) for the Observatory on the Protection of Taxpayer’s Rights of the International Bureau of Fiscal Documentation (IBFD).

Education
Mr. Salinas obtained his Law degree from Universidad Iberoamericana in Mexico City in 2008 and a Master of Laws in International Taxation (LL.M.) from New York University in 2014.
