Shemin has more than 30 years of energy expertise, combining regulatory representations and litigation before the Federal Energy Regulatory Commission (FERC) with strategic corporate advice to major energy companies with national and global reach. Working from Washington, DC and Houston, her clients include oil and natural gas pipelines, energy marketing and trading companies, electric utilities, and midstream, gathering, local distribution and storage companies. Shemin has served as lead counsel in numerous rate, restructuring, tariff, certificate, complaint and enforcement matters in natural gas, oil and electric proceedings before the FERC, state and other federal agencies, and courts, including appellate and bankruptcy courts. Her policy expertise includes emerging trends regarding energy transition as well as the energy industry in general. She has extensive experience working with senior management, financial advisors, and investment bankers on energy transactions and financings, including work with commercial, regulatory, and business segments undertaking growth and strategic projects. Shemin also has significant experience advising clients on regulatory considerations in large energy transactions, including public offerings and mergers and acquisitions, and advises on regulated and non-regulated assets in transaction structures. She is a frequent speaker at national conferences focused on energy, infrastructure, regulatory strategy, and climate.
