Mr. Torres is the energy counsel of the law firm of Quiason Makalintal Barot Torres Ibarra Sison and Damaso, where he has actively been engaged in the practice of law since its inception in 1974.

During the last four decades, he has been rendering legal assistance to various electric power industry participants in the country, including private electric distribution utilities, with respect to rate applications and other regulatory proceedings.

Mr. Torres is also a Certified Public Accountant. Prior to joining the firm, he was an audit staff member at Sycip, Gorres, Velayo & Co.
