Attorney-at-law and consultant in the area of public law, Fernando is a founder of Vernalha Pereira. Ph.D. and LL.M. in State Law, in 2017, he participated in the visiting scholar program at Columbia University Law School in New York (USA). Vernalha has vast experience in structuring concession projects and public-private partnerships, as well as in privatization processes or investments related to different infrastructure sectors. He is also a post-graduate professor of administrative law at several institutions. In 2009, he served as a consultant for the Public-Private Partnership Unit of the Ministry of Planning, Budget, and Management.
