Career
Kamil has been advising primarily on state aid and EU funds regulations for several years.
He has extensive experience gained both in public institutions and in the private sector. He worked for almost four years in the State Aid Monitoring Department of the Office of Competition and Consumer Protection, where he participated, among other things, in notifications to the European Commission of State Aid for large transport and energy investments. He also participated in the legislative processes of key legal acts concerning these sectors. He was the main specialist in the area of state aid in institutions responsible for implementing operational programmes at the national (National Research and Development Centre) and regional (Marshal’s Office of the Pomorskie Voivodeship) levels. In the latter, he participated for eight years in the entire “life cycle” of the Regional Operational Programme for the Pomorskie Voivodeship and took part in the creation and implementation of its implementation system, especially in the area of state aid, both in the form of grants and repayable aid (e.g. loans, guarantees).
Kamil has worked on state aid for airports and seaports, the shipbuilding industry, energy (including renewable energy) and sport. He has led projects on aid for research and development projects, micro, small and medium-sized enterprises (SMEs) and de minimis aid. He has also dealt with services of general economic interest (SGEI), in particular in the transport sector. He has been involved in numerous notification proceedings before the European Commission concerning state aid to these sectors.
In relation to EU funding, he has assisted in drafting applications for funding and ensuring that ongoing projects are implemented in accordance with the law. He has also conducted administrative and court proceedings (before administrative and common courts) in matters related to EU funds – e.g. appeals against negative results of the evaluation of a grant application or financial corrections imposed on a project. In these cases, he has applied elements of European law, including those requiring cooperation between Polish courts and the courts of the European Union (e.g. preliminary questions).

Education
He graduated in law from the University of Warsaw. He also completed a one-year scholarship at the University of Bergen in Norway and the School of English and European Law under the auspices of the University of Warsaw and the University of Cambridge.
