The Issues Paper was prepared by the Insurance Groups and Cross-Sectoral Issues Subcommittee, and it reviews the current approaches to the supervision of branches on a cross-border basis.

The Issues Paper was prepared by the Insurance Groups and Cross-Sectoral Issues Subcommittee. It reviews the current approaches to the supervision of branches on a cross-border basis. Work on the Issues Paper began with an in-depth survey, followed by a review of the existing academic literature focusing on regulatory requirements and supervisory practices such as solvency, licensing and governance requirements as well as industry practices. The purpose of the Issues Paper is to provide background, describe current practices and identify related regulatory and supervisory issues. Once finalised, the Paper may form part of the preparatory work for further developing related standards.

Comments on the Issues Paper are invited from interested parties before 15 August 2013.
