With the publication of Legislative Decree No. 179 of October 7, 2026 (Decree 179) and Legislative Decree No. 160 (Decree 160) of September 9, 2026 in the Official Gazette, establishing Italy’s national governance framework for artificial intelligence, the government has completed the implementation of the delegation set out in Article 24 of Law No. 132 of September 23, 2025 (the Law).

The two decrees complete the institutional framework envisaged by Regulation (EU) 2024/1689 (the AI Act). They address key aspects including the organization of the competent national authorities, the penalties regime, regulatory sandboxes and AI literacy measures, as well as specific rules governing the use of artificial intelligence systems in public security activities and the civil and criminal liability arising from their use.
