In November 2025, the European Commission presented its Digital Package on Simplification, which includes proposals to amend key digital legislation, establish a European Business Wallet, and advance a European Data Union Strategy.

The Commission frames these proposals as a strategic course correction for the EU's digital regulatory framework, which it regards as in need of simplification, better coordination, and increased efficiency.

The package includes targeted amendments to several cornerstone digital laws that have a direct impact on businesses operating in Europe, including GDPR, ePrivacy, the AI Act, the Data Act, and rules governing cyber incident reporting across various legislations (e.g. DORA, NIS2). Collectively, these initiatives aim to reduce administrative burdens, streamline compliance, and foster innovation for businesses of all sizes.
