On 13 February 2023, the European Commission published two regulations regarding renewable hydrogen, in the form of two so-called Delegated Acts (DAs) to the Renewable Energy Directive (RED) 2018/2001. One of these concerns the classification of hydrogen produced from renewable electricity as 'renewable fuel of non-biological origin' (RFNBO) – in other words, green. This DA is relevant for developers of wind and solar parks and hydrogen plants, as the conditions impact the timing, location and business cases of such projects. This blog zooms in on the conditions set out in the DA on the production of green hydrogen and the implications for project development.
