5月27日、知的財産を活用したイノベーション主体の支援をテーマとする国際会議と、第18回五庁（IP5）長官会合が天津市で開幕した。会議のテーマは「知的財産によるビジネス環境の改善とイノベーション主体への支援」であり、参加各庁は主要課題について意見を交わし、産業発展とイノベーションを支える知的財産サービスの在り方について議論した。
IP5は、日米欧中韓の特許庁が参加する国際協力枠組みであり、世界の特許出願の約80％、PCT出願の約95％の審査を担当している。この枠組みは2007年にアメリカ・ハワイで初めての会合が開かれ、その後、毎年持ち回りで開催されている。
今回の会合は天津市で初めて開催されるもので、会期は5月27日から29日までとなっている。期間中には、IP5長官会合に加え、ユーザー会合や業界関係者による非公開ミーティング、現地の文化施設の視察など、多岐にわたるプログラムが予定されている。
