独占禁止に関わる司法保護を強化し、独占民事紛争事件を公正かつ効率的に審理し、公平な競争秩序を維持することを狙い、最高人民法院は、2012年に発表された「独占行為により生ずる民事紛争事件の審理における法律適用に係る若干の問題に関する規定」に基づいて、「独占民事紛争事件の審理における法律適用に係る若干の問題に関する規定（意見募集稿）」を作成した。2022年12月9日までに一般向け意見募集を行うという。以下の方法で意見を提出することができる。
