中国国家知識産権局（CNIPA）は、知的財産データの開発・活用を促進し、その取得をより便利にすることを目的として、「知的財産データ利用マニュアル及び公開目録」を公式サイトで公表した。
CNIPAはすでに、特許、商標、地理的表示、集積回路配置設計などの知的財産に関する膨大な基礎データを一般公開しており、知的財産データの利活用を支える基盤を整えている。今回発表されたマニュアルは、社会一般およびイノベーション主体がこれらのデータを効率的に取得・活用できるよう、国家知識産権局公共サービス司によって編纂された。
本マニュアルでは、知的財産データの基本概念、活用シナリオ、取得方法を詳述するとともに、各種知的財産データの公共サービスシステムについて、その機能や利用方法、データ範囲などを具体的に紹介している。また、知的財産の基礎データに関する公開目録も添付されており、一般の利用者やイノベーション主体が学習や業務に活用できるようになっている。
