On 27 January 2004, the World Intellectual Property Organisation (WIPO) announced that in 2003, it continued to combat abusive registration of trademarks as domain names, or 'cybersquatting'. Since the establishment of the Uniform Domain Name Dispute Resolution Policy (UDRP) in 1999, WIPO's Arbitration and Mediation Center (Centre) has handled around 6,000 disputes covering 10,000 domain names. In 2003, the Centre received an average of three cases a day, which was similar to the filing rate the previous year.

The UDRP, which is an internationally accepted standard for resolving domain name disputes, is designed specifically to discourage and resolve the abusive registration of trademarks as domain names.
