Carlos A. Bello Hernández is partner of Bello, Gallardo, Bonequi y García, SC ("bgbg"), and Head of the Technology, Media, and Telecommunications (TMT) Practice. Career

Carlos A. Bello Hernández began his professional career in the late 1990s, training at prominent Mexican law firms specializing in telecommunications and administrative law, where he gained early exposure to the regulation and liberalization of Mexico’s communications sector.

In 2001, he co-founded Bello, Gallardo, Bonequi y García, Sociedad Civil, a firm that would later become one of Mexico’s leading full-service law firms. He was admitted as a Partner and Head of the Technology, Media, and Telecommunications (TMT) Practice, a position he continues to hold today.

Throughout his career, Carlos has advised some of the most influential national and international telecommunications, broadcasting, and technology companies, as well as public entities and sovereign states, on regulatory compliance, licensing, foreign investment, and digital policy development. His work includes complex projects involving spectrum allocation, interconnection, satellite operations, content regulation, and convergence of media and digital services.

Carlos has also acted as a legal advisor to international organizations and government authorities, contributing to the design and implementation of major regulatory frameworks in telecommunications, digital transformation, and infrastructure.

Carlos A. Bello Hernández obtained his Bachelor of Laws (LL.B.) degree from the Universidad Iberoamericana in Mexico City (1998), where he graduated  and specialized in administrative and telecommunications law.

He later completed a Master of Laws (LL.M.) in International Business Law at the Universidad Complutense de Madrid, Spain, focusing on TMT regulatory frameworks, international commercial transactions, and the evolving legal challenges of globalized markets.

Carlos has also undertaken postgraduate studies at IPADE, where he strengthened his expertise in digital regulation, competition, and economic law.

In addition to his formal education, he has participated in numerous executive and continuing legal education programs in telecommunications, media, data protection, and corporate governance, both in Mexico and abroad, maintaining a strong commitment to professional development and academic excellence throughout his career.
