Managing Partner

Mukesh Butani is Founder & Managing Partner of BMR Legal setup in 2010. With specialization in domestic corporate international tax and transfer pricing, he has over three decades of experience in advising multinationals and Indian conglomerates on a wide range of matters relating to FDI policy, business re-organizations, cross-border tax structuring, tax controversy and regulatory policy across a range of sectors. He has led International Tax & Transfer Pricing practice for 2 of the Big 4 firms and was Co-founder & Tax Practice Leader of BMR Advisors leading transaction advisory a firm that transitioned into big 4 firms in 2017. He is an acknowledged expert in the area of International tax policy, controversy & Advocacy. He has to his credit several judicial pronouncements, laying down landmark principles of law, bilateral APAs & MAPs with various jurisdictions. He has deposed as an Expert Witness on contentious cross-border tax treaty & TP matters in foreign jurisdictions.

Mukesh has participated in many committees of the Indian Government & deposed before them on host of tax issues pertaining to e-commerce, APA, safe harbor, GAAR, Indirect transfers tax and in particular, the Kelkar Task Force Tax Reforms (2002) & Tax Administrative Reforms Commission (2013). He is often called upon by Indian Policy makers including in particular by NITI Aayog and Prime Ministers Economic Advisory Council on Income-Tax and GST Policy matters.

He was member of Tax Bureau of OECD - BIAC, Permanent Scientific Committee member of IFA (2012 – 2016) and is presently Chairman of IFA India branch, and a non-resident Senior Associate at Wadhwani Chair In US-India Policy Studies at Centre of Strategic and International Studies, Washington D.C. He is presently serving as Vice-Chairmen of ICC Taxation Commission.

He is a founder member (2015) of ITRAF, a think tank to carry out research and analysis in International Taxation to ensure superior tax policy and effective tax administration in India and is presently Chairman of IFA India branch. Mukesh is a Trustee at Foundation of International Tax and Joint Conference Director with IBFD for its annual Conference.

Mukesh is a commerce graduate from University of Mumbai, holds a bachelor's degree in Law and practices as an Advocate. He qualified as a Chartered Accountant in 1985 and enrolled as an Advocate in 2010. He is a member of Bar Council of Delhi and practices in various Tribunals, High Courts and the Supreme Court of India.
